EA-servers: Could someone explain, what's going on?

My connection is a VDSL with 25 MBit/sec. A stable server allows me to download games like ME 3 or SWTOR in an hour or two,

This should nbot be a rant against EA or BW, I'd simply like to know, what happens:

When I connect to the server via ORIGIN, it starts normally with max or at least good speed, let's say ~2.5 - 3 MB/sec (at least these numbers are shown in ORIGIN-downloader).
With this speed I could go buy something to eat or take a nap and the game would be ready to play.

But after a short time (some seconds up to some minutes) the download speed degrades quickly down to
~10 - 20 KB/sec.

When I hit PAUSE and then resume, it starts up again with high speed, degrades, etc.
Thus, I could download the game within an hour IF I supervise the download and hit pause/resume every few seconds. But this cannot be right. Even STEAM-servers are more stable.

My question:
In former times when a server was too busy, I could not log on at all. I had to wait or simply try again later. The EA-servers never deny access, always start with max speed and then.... see above.
What exactly is happening there?

My reason to download: I wanted to import some more Sheps from ME2, but have to finsih the game with them. So I started the download last night at about 9:00 pm.  Now it's 7:30 am and it is at 80%, again down to 210 KB/sec.
