I've heard that 20 into cunning is enough to get all persuade choices, but then I've heard that 60 is required to get all of them.
Anybody know the correct answer?

Wait, okay. I got confused. So four ranks of coercion is enough to pass every persuade check? Cunning isn't part of it?
"The coercion formula is simple to state. Every rank in Coercion gives you 25 "coercion points." Every point in cunning above 10 (for Persuade checks) or in strength above 10 (for intimidate checks) gives you 1 coercion point. The most difficult coercion checks require 100 coercion points to pass. Coercion checks are deterministic.
This means that Coercion 4 should be sufficient by itself to pass every Persuade or Intimidate check without any investment in cunning or strength. Coercion 3 is sufficient if you have at least 35 cunning or strength, as appropriate. And so on"
I get it. 35 cunning = 25 coercion points above 10.
Each rank of coercion = 25 points. So any combination of ranks of coercion.
It would take cunning of 35 to equal having the first rank of coercion, and 110 cunning to compensate for having no coercion but still pass every check.
So pumping cunning beyond what you need to build your character is irrelevant if you have the skill points.

Yes. On the other hand, if you are building a cunning heavy Rogue, it frees up talent and skill points for Pickpocketing/Coercion/Disarming/Lockpicking (although if you go this way not every Indimidation option will be open).
