So the descriptions of these 2 items say they are valuable for merchants looking to expand business or something

Someone said the trade manifest gives you better prices (So I sold one to Bodahn and prices didn't drop 1 penny)

So what do these really do? If they do make prices cheaper do they stack? Could I just sell all my trade manifests to Bodahn and get really good prices and get really good gold for my sold items?
