I recall I got it from her sometime after the coup attempt at the Citadel so if she only recently obtained the body then you're probably two or three priority missions away from obtaining it. And it won't always be during the first conversation. I didn't unlock Javik's Dark Channel until the last two priority missions, when he talks about his crew.

Do you always have to say the "nice" choices to her, or can you be "mean" to her and let her the renogade talking options? I've got one game at about the same point as the OP where I'm nice, but in my Engineer game (also at about that point) I've chosen the negative, mean options to see what they are like. Do I always have to choose the "good" options in order to get team member powers?
