Mods only go up to level V. All weapons go up to level X.
When I started my second playthrough, I still had my M-3 Predator at level I. Once I started the prologue, it automatically leveled up to IV. After that, i spent some credits to get it up to level VII, but now I'm stuck at that level and can't get it any higher. When I progressed to my third playthrough, I expected it to auto-level up to X, but it didn't, and I still can't purchase the last three tiers myself through the weapon procurment interface on the Normandy. Obviously, a bug.

In your second playthrough, finding the weapon again increases it by three levels (such as when you got the predator in the tutorial mission) and you can then upgrade it 2 levels on the Normandy.

normally when a weapon is "stuck at level VII", it is because you hadn't "found" it yet in your second playthrough. In the second playthrough, you are "gifted" 3 levels for each weapon you find. Some weapons are autonomous from that and can go up to level X as soon as you can access the Normandy's shuttle bay. It is not a BioWare problem, you have a glitched save.
use Gibbed to change the VII to a X.

In a standard game (new character or import, not New Game +) whenever you pick up or buy a weapon in the campaign it is awarded once, so it is at Level I. The only weapon you can "get twice" is either the Mattock or Eviscerator if you saved David in Overlord. You will either get a second copy of the Mattock or Eviscerator, depending on what weapons you have equiped when you go to the security office on Grissom. Weapons are capped at Level V in this game.
In NG+, whenever you pick up a weapon it is awarded 3 times. So if you never got it in the first game, it starts at Level III. If you already had it, then it increases in rank by 3 (Level I to IV or Level V to VIII). If you do not pick it up in NG+ you cannot rank it higher than VII. If you missed it in the first game, but picked it up in NG+ you can still rank it to X, it just costs more money to do so (I verified this myself). Predator appears to behave incorrectly, it might be that it is not awarded correctly in the prologue, I am not sure.
The exception to this are the DLC guns and the Spectre terminal weapons. These are simply capped at V in the first game and X in NG+. If you had them in your original game, you don't have to buy them again in NG+ to unlock higher levels.

not true. It goes up to X for me without using the editor. I have never had one refuse to go up to X....or any weapon.cgrimm54 wrote...
The Predator is a glitch. Only way to get it to X is save edits on PC.
I am curious if you guys have a different install than I do and what the difference is....Origin...MAC?....WIN XP?

You can't 'find' the M-3 Predator because it's your STARTING weapon.
So it's just bugged.

Because its a fairly able sidearm, and in Insanity SP all weapons are usable. Also, sometimes the Paladin is not a viable sidearm for Eva Core. I also prefer the Predator sometimes because its shamefully the movie pistol.

Raw, then look for Player Variables. Open the Collection.
Look for the weapon you want to upgrade. It should look like "SFXGameContent.SFXWeapon_Pistol_Predator"
There is a Value (integer) assigned to it, which should represent the current level. Put in whatever you want as long as it is an integer from 1 to 10. Note that there are some other values in there with the weapon names, but that have ".Flags" after them. They do not need to be messed with.

There is a glitch. The glitch is that when Anderson hands it to you in the prologue, it does not count as finding it again and does not upgrade automatically, the way other weapons do when you pick them up.
