Does anyone know if it will be bind to account, or bind to character?

The reason I ask is because the social site refuses to update my characters. I have added 8 more and changed the two that I have days ago and it will not update....

I would be really disappointed if I didn't get that item just because I couldn't use my premades since the characters on the Social Site are so outdated...
