At what point in the game does the value of the EMS war assets stopped being applied to end game choices/outcomes? Is it when you arrive on earth for the final push and the armada shows up or does it keep being applied up until the final decision is made?

When you launch the final set of missions. Right before launching the mission on Cerberus headquarters.

That soon, eh? I would expect it to freeze when I jump back to earth and can't go to any other systems. Who knows, the way Bioware dorked the ending, we might never truly know.

The EMS is locked when you have finished Cerberus HQ. You already said it, afterwards there's but Earth to travel to. Besides that, when you have finished the game you get to a moment in-game where you have Cerberus HQ as the priority mission (which also made it clear from the very beginning that any DLC would be pre-final battle).
