Err actually no the Duty helm is the helm of the Effort armor set... Juggy helm is called juggy helm..

Yes, you can have the helm if your playing on a PC.
Note: The one shown below is one I created with my own stats but it's using Gold and not Silver. I could easily change the color to look like the picture you requested. See the Helm below I made. Same Model just different color.

but yeah it was kinda weird. although i fealt like almost all the gear looked better on my female elf than on my human males characters. it looks more proportionate, on all my male characters it looked like the blacksmith who made the gear wanted to make them look akward and bloated.

Oh no, i didn't make it
Also, to use it with a new character, all you have to do is to deactivate the mod in the DLC menu, then load start your origin, save, exit, reactivate the mod. Load your save, and the armor will be in your inventory
