I just finished a third playthrough of ME3. I took pains to find everything that increased fleet strength.
I ended up with just under 7,100 TMS, of which only half is useful without multiplayer.
Now if ME3 had remained a single-player game, undoubtedly there would have been some type of accomplishment for Shepard to increase effectiveness to 75%, perhaps a side-quest.
Yet there is no way whatsoever to increase effectiveness for those of us who would prefer to play ME3 in the "canon" way, namely single-player only.
Since TMS is limited in SP, I believe there should be a way for Shepard to increase his fleet's effectiveness if you choose not to play multi.
Thoughts? Agree or disagree?
SP strategy is penalized by the addition of multiplayer

You cannot achieve the 4000 EMS required for the "best ending" without multiplayer; the highest possible being roughly 3700 EMS

It makes no difference.

It makes some difference. I may feel a little better seeing that silly 20 seconds after all that. It's like a ray of hope. But without multiplayer it's impossible Which is totally unfair to everyone that has invested time in the series. It should have been unlocked if you had an imported save not linked to multiplayer.
