She has a conversation with Legion about it. Legion says that her unit is "top heavy" and without artificial epidermis, infiltration is unsuccessful. She says that organics still don't see her as a threat either way.
The thing is, the original unit, Eva, was built for infiltration, and she did infiltrate Mars with success. EDI takes control over the body after it is highly damaged to recover the data and then decides to use it to aid Shepard on the battlefiled and she poses as Joker's disability mech while on the Citadel.
