I'm thinking about getting it as my bonus power because it seems to be recommended. I would like to get the most out of it and would like a brief description of how best to use it and how it works. Thanks.

If I understand it correctly, it is a passive "armour/shield" that reduce damage taken and if you grabbed the appropriate skill, also boost the tech power damage. When you purge it/deactivate it it will restore X% of your shield.
On my Infiltrator on Insanity difficulty I focused on improving the damage reduction and tech power boost for the occasions where I'm outta cover and not cloaked. The on-call shield restore is quite useful since our shield does not regen while cloaked and/or when I'm getting shot at but can't get into cover fast enough.
