A lot of people, especially console users, are confused as to exactly what weapons are affected by bugs and what the "hotfix" for the PC version does.
Dexterity does contribute to bow damage on consoles and on the PC version as shipped (without the hotfix). Only two weapons are "bugged": daggers and crossbows. Daggers get 100% of their damage bonus from Strength (the same as other melee weapons) rather than 50% Strength and 50% Dexterity as they were supposed to. Note that this bug actually makes daggers stronger than they "should" be. 100% damage from one stat is better than 50% damage from two stats. As for crossbows, they get no damage bonus from any attribute at all, making them utterly useless--even at the very beginning of the game when none of your stats is over 20, a shortbow (let alone a longbow) will do more damage per shot than a crossbow, on top of firing much faster.
The hotfix changes many things, only one of which really comes under the category of "bug fix". First, it fixes daggers and crossbows to work the way they were supposed to all along (daggers getting 50%/50% from Strength and Dexterity, and crossbows getting 100% from Dexterity). Second, it greatly buffs all the missile weapons, increasing the base range, armor penetration and critical hit rate of all the bow types and giving every bow and crossbow item in the game a +5 Attack bonus. Third, it changes shortbows from 50% Str/50% Dex to 100% Dex, like crossbows.
The hotfix is controversial because of the latter two changes, which aren't "bug fixes" at all. The global buffs to missile weapons apparently make battles with enemy archers disproportionately deadly, because enemies use exactly the same combat rules and item stats as player characters. And the shortbow change is controversial because it makes shortbows almost strictly better than longbows (remember, 100% from one stat is better than 50% from two stats--do the math) which doesn't make a lot of sense given that longbows have higher stat requirements to equip and most of the unique bows in the game (including all the "best" ones) are longbows. It's kind of as if someone pushed a patch that made heavy armor more protective than massive armor.
