This isn't a question about my characters facial data, I don't care too much about that, this is about not being able to import my Mass Effect 2 character at all.
I finished Mass Effect 2 last in January 2011, since then I have gotten a new console and a new hard drive for my old console. I loaded up Mass Effect 3 on my new console where my ME 2 Importer had been saved onto a USB thumb drive that I had been using to move from console to console. When I tried to import a new character it said that it couldn't find any characters to import.
I think that since maybe it couldn't import from cloud saves that it couldn't import from a USB stick either so I copy the ME2 save and the ME2 Importer file to my hard drive and still no luck.
I then copy those both back to my USB drive and try my old 360, first trying to import from my USB drive and then trying to import from my 360's hard drive, still no luck on either of those.
After reading around I saw a few reports that you couldn't import a character if you saved your Mass Effect 2 importer to the cloud or you weren't playing on the original hard drive on the original console. My ME2 Importer file has never touched the cloud but I no longer have the original hard drive I played the game on, does this mean I cannot import my Mass Effect 2 character?

I really want to play the game but this is one of those deal breaker type bugs for me. I don't so much care about remaking my face or even a lackluster ending but I really want to keep my character I've been with for two games. :-(

The only thing I left I can think of to do is load a save before I beat ME2 and just beat it again, hopefully that works because nothing else has.

I have exactly the same problem as you.
The solution a fellow poster (JKthunder) gave me was this:

You need to open the ME2 save in ME2 (the actual game) on the console you transferred it to, and then save it to the hard drive. Then you should be able to import it to ME3. Same problem existed with externally stored save for ME2 importing from ME1 (which was before cloud saves existed... but pretty much the same thing in theory).
You shouldn't have had to buy the Cerberus code for ME2 again as long as youare using the same profile you used originally. I would have brought that up with XBL and/or EA to resolve before paying for that again.
If you recently switched Xboxes but kept your same profile, you need to make sure your registration is transferred to the new console (they do it by the serial number) in order to get all your digital content back. Sometimes it takes a talk on the phone with XBL support to make sure the registration transfers successfully. I had to deal with that a year or two ago.

I haven't been able to try it because I no longer have a copy of ME2 and have been forced to purchsde a new one to testit out. EA have discontinued ME2 and they have pulled it out of every shop in the UK.
