Just wanted to add a note that I have exactly the same problem with the Origin overlay, and it's not limited to ME3 - if I have it enabled in BF3 it causes some nasty mouselag.

Thankfully, there is a workaround for joining Multiplayer games in ME3 with the overlay disabled:
1. Boot the game, get to the multiplayer main menu.
2. Alt-tab the game.
3. Find the friend you wish to join in the Origin friend list. Click the arrow and choose "Join Game" from the dropdown menu (You can also accept game invites from PM windows with the game minimised).
4. Maximise the game again. The character selection screen should load, after choosing a character you should be in your friend's lobby.

Simple enough workaround until the Origin team sort out the overlay

The DLL did not help with my shutter problem (same as LeMoRoMel; game drops to 3 - 5 FPS after a while in MP and sounds shutters).

@skrilax_CZ by your description your problem was not the same as mine. My problem started as soon as I started the game. Moving the mouse in the "press a key to continue" screen with the falling debris made that screen freeze which was easily visible since the debris stopped falling.

The game was unplayable from the start and disabling the overlay fixed it for me. Also the problem only happened in me 3 and only with one of my mouses. I have two mouses connected to my pc and as soon as I moved one of them I saw the problem. Had no problem using the keyboard or the other mouse.

By the way the mouse that gave me problems is a logitech G500 and I found out that reducing the polling rate of that mouse to 250 reports/second also solved the issue even with the overlay on. After that I used the ea support forums to report the problem thus the dll.

As such the dll is specific to my case but since someone might have the exact same problem I decided to share it.

Anyone having issues with low-frames check this out:

In short: try re-installing your drivers (same version) it worked wonders for me.

I have the same problem as Hermit_UK. Both ME3 and BF3 lag whenever I move the mouse. I will try his solution to playing with friends and see if I can get it to work.

So finally i found some time to test that modified DLL.

And it seems to work fine! i have the "enable origin in game" option enabled now (with the modified DLL) and DO NOT have those nasty lags drops anymore. Just played the 2 new maps without issues.

[Edit]
your hint with the polling rate was interesting. with the original dll i dont actually have FPS drops. the game is still running @60 FPS. it was/is only the mouse input that isn't recognized right. didn't notice that before, so i assumed that my FPS are very low... feels exactly the same ^^. But with fraps running i noticed that the FPS are always the same, no matter if the option is enabled or not!
So you might be right that the pollingrate could be the cause of this!
but with your modified DLL the inputlag is gone, without changing the polling rate or anything else!
[/Edit]

So i wonder WHAT exactly is in that DLL. The original one is 6.51mb in size while the modified one is only 512kb small.
So we are not talking about "a small modification" in that DLL, its more like a major ripoff/rewrite...
Maybe i will take a closer look to the functions called from that DLL if i find the time to do so.

So thank you SantosCapela for sharing that DLL. Solved my problem.
Oh and i did not alter any other System settings/components (ie drivers, monitors, mouse polling or anything else). So it is to 100% Origin related.

My Mouse is a Razer Mamba with a current pollingrate of 1000 Hz. Just in case this matters... So i wonder why EA still did not include this "obvious" fix (as long as that modified DLL is really an official one).

lol... Sorry to say that, dude, but i freak out when i get those stupid responses from "official support". Its like a hotline operator asking "did you try to turn it on and off again?".
In 99,99% of all cases i experienced my self, a "reinstall your drivers" or a "update your drivers even if they are already up to date because we have no clue what else we could tell you" never ever solved any problem.

The funny thing is:
you get those responses even if you tell them that your drivers are already up to date. and/or you even send a  MSINFO / DXDIAG to the support (so they SEE the driver versions you are using). HAIL TO THE TECHSUPPORT!

EDIT2:
Okay i took a quick look at both DLLs, original and the modified one:

Original:
Size: 6.51mb
File Version: 8.5.2.23

Modified:
Size: 512kb
File Version: 8.6.0.80

The API of both of them provides 14 functions and have the same dependencies.

Hmm, in my case disabling Origin In Game and Online Feedback will cause the fps drop to start around wave 7, whereas when I have them enabled, it already starts around wave 3.
