This is a duct tape hack for getting Liara in your party at any time.
Disable a party member you'll never use. Miranda, Jacob, and Zaeed are all good choices since you can get them very early in the game with little effort, but this works with anyone.
Go to their entry under [SFXGame.BioSFHandler_PartySelection] and delete their InSquad### tag so you're left with InPartyLabel=,
Then go to [SFXGame.SFXGameModeBase] and add Bindings=( Name="NumPadZero", Command="StreamLevelIn BioH_Liara_00" )
When you go on a mission, select that deleted character. You'll get a blank spot on your party, which you can fill with Liara by hitting NumPadZero. The game remembers her loadout and power shortcuts so thankfully you only need to set it up once. You have to reload her every time you start a mission or reload a game. InPartyLabel=InSquadLiara as a replacement doesn't seem to work.
Does anyone know if this causes any dialogue errors if you keep her with you through the game?
