Eamons shield and haggards aegis, both are Tier 3 out of Tier 7 and are still the best shields ive found in the game after counless of hours of playing. This time i did deep roads first, then brecilian forest, then mages tower - and now im at Arl eamons castle. Still no good shield above tier 3 and cant remember finding any on my previous playthrough either...
Did bioware completely forget to add shields? Where can i find decent ones?
Shields are so hard to find ill need spoilers on where to find em

The shield that the guy in your camp sells is about the best one I've found.

You should get a really nice one if you manage to find and kill Gaxkang(sp?). Possibly a really good sword too.
Edit: How to get to Gaxkang.
1. Adventurer's corpse in Ruined Temple on the Urn of Sacred Ashes quest in the southwest corridor.
2. Brecilian ruins' Lower Ruins in the south fire trap room.
3. Gotta talk to an adventurer in Orzammar's Tapster's tavern.
4. Finally go to Denerim, go to the dirty back alley, and fight the demon.
Make sure you save right before going in there. He isn't the easiest demon int he game.

Arl How's shield arent to bad either when you get to hes estate. Its in a locked treusure room but you can pick the lock with a rogue.

Sadly the +healing received from kang's shield doesn't work, just like all over +healing received
