Well, OP... 

If the criteria is based on simple shallow physicality, I'd have to say Samara, followed closely by Jack and Liara.  Jack is easily the best looking woman in the game, followed by Liara.

For guys, Jacob is clearly in the best shape, and the most aesthetically well-"put-together" as it were.  The absolute best-looking guy is clearly, like the best looking gal, your own Shep, naturally.

If the criteria is less looks and more personality, character, style, class and elegance, there is no one close:  Samara.

Followed by Gianna, Shiala, Chakwas and Admiral Xen (admittedly it's Claudia Black's voice, which just has me picturing that lovely lady under that mask everytime she talks.)

Personally, I like to think I've matured enough that my criteria for "hot"  is deeper than a pretty face and impossibly perky boobs.  I hope I have, anyway.  Not saying there is anything wrong with perky boobs.  If I could start a religion devoted to just perky boobs, I would.  Tomorrow.

Let me know.  It's entirely doable.

I think this woman deserves at least an honorable mention. I can't have been the only one who thought she was quite attractive. Though rumor has it that she's got the hots for Garrus. Blast it - even with his scars, we still don't have a fair shot!
