I don't know if it's a bug or just really bad luck, but about half of the rares I get are power reset cards in both Veteran and Spectre packs and it's getting seriously annoying as I don't need to reset my powers three times a day.
It's probably a lost cause, but I hope there is some way to fix that.

Must be bad luck, I've been buying those all the time (mostly Spectre though), and only got two power reset cards so far.
