I concur.
But I think Zaeed/Kasumi style dialogues makes sense when they have no new topics to discuss, sort of warning that "there is nothing to see here".
Yet I still think they should add more deep dialogues and discussions among crew, since they reduced crew numbers for "deeper emotional development". Pfeh.

I don't like ME2 projectiles velocity (50 m/s, are you kidding me?) and execution of thermal clips idea, plus I totally hate those cramped narrow levels, even if they mimics outside (Jacob's loyalty mission). Since game rated M, for 17 y.o. people one can think that those people knows how to find way even on open terrain without being pressed into intestines-alike levels and not to get lost.
Other than that, I'd be happy with ME1 graphics and gameplay. Graphic is secondary (I played Fallout 1 last evening), unless developer poses it as one of selling point or make it worse than in previous game.

It's like military - platoon can cover front up to 400 metres. But will be stretched thin, should you spread them on wider territory.
And, regarding OP question, I think both matters and somewhat tied together. If there is interesting story with flawed gameplay (I don't mean ME1, I like it), I can ignore it. If story has some flaws, as well as gameplay, but they together still delivers, I can ignore flaws. But if story is bleak and uneven, gameplay is not polished, it's hard to let it slide.
