i have finished the game and made a new character.
i noticed that for some reason when i set, lets say sten to use skills that are sustained out of combat he wont use them? i would rather he activate these skills before combat starts. not as it begins. i had no trouble the first time though
i reloaded my first character and found the same?  and yes i do have tactics turned on... anyone else have this trouble?? any advice?

I am having the same problem on my first playthrough right now, actually. Any help would be great.
