Never played Engineer and there are so many options. What options should I put my points in? I'm playing normal mode.

Two suggestions:
1. Go for the full turret/drone mastery in your class passive and max out turrets and drones. You should be able to run around pretty safe from damage, maybe even get to do some CQC. After maxing those... Perhaps Sabotage and Overload. Those are good and make for an easy combo.
2. Go the full power-spamming route. I am doing this now on insanity. Before you do, you should read up on how the combo system works, because that's the key to success.
My current build maxes Incinerate, Overload, Sabotage, the class passive (went for power damage). Otherwise I have maxed Fitness because I'm on insanity, and I've yet to decide on a good bonus power.
PS: Don't worry about getting it just right. 5000 for a respec is not a problem late in the game. With all the different evolutions in the skill trees, there's no way we are reaching any kind of consensus about the perfect build anyway.

Defense Matrix is an awesome bonus power for an Engineer because it provides great survivability AND boosts Tech power damage. Like I've said in a million other threads, and like dude above me said, you can go for a power spamming/combo build focused around Cryo Blast, Incinerate, and Overload (as well as passives and Sabotage spec'd for backfire/Tech damage). Take a light weapon, and spam spam spam.
Or... The build I'm personally going with focuses on Drones, Sentries and hacked enemies to set up CQC damage with my shotgun of choice (or Talon, which I love). Flamethrower Turret + Rocket Drone + Defense Matrix = all the survivability you could ever need for a close quarters build with all the tactical awesomeness you'd expect from an Engineer.
Again, though, just like we've established in many other threads, you're best bet is to choose between a powers focus or a drones focus, since that's the line your passive Tech Mastery skill draws for you already. Both ways feel like complete builds in their own right too; no need to do everything all at once.

Defensive Matrix slows down power usage though, so I wouldn't take it unless I was going to spend a bit of time shooting as well.

Depends on how you want to play it. If focused on crowd control with Cryo Blast and Neural Shock, and played aggressive with a Graal. You could also be successful with a more traditional, casting, based Engineer with a handgun and turret/drone spam.

By like less than half a second, at the exchange of making those powers stronger. Well worth it even for a caster, not to mention the extreme amount of survivability it provides.
Plus you could always not keep it active and just double-tap the button to rapidly activate and purge it for a shield refill if the slight cooldown reduction bothers you that much. It's a great oh **** button that way. But IMO like I said it's well worth the slight cooldown penalty for all the benefits it provides.

OP well theres the Turret/Drone build, or there's the Power spam build Incinerate, Sabotage, Cryo Blast and Overload. BTW for power Spam Cryo->Incinerate is good due to double boost synergy (Cryo +% damage from all and Incinerates +% damage to Frozen/Chilled targets), Overload -> allrhing good as well.
Well DM increases recharge time by 60% or just 30% with the tier 6 evo.
Your recharge rates base are 16 Incinerate and Sabotage 12 Cryo Blast and 8 Overload.
Assuming you get the 200% weight boost and take non of the optional recharge upgrades IE just +25% recharge from upgrades, for 225% recharge boost.
The ingame recharge is without DM etc:
Incinerate & Subotage 4.92s, Cryo blast 3.69 and Overload 2.46
Recharge with DM up is (no recharge penalty reduction):
Incinerate and Sabotage: 6.03s Cryo Blast: 4.52 Overload: 3.01
Recharge with DM and recharge penalty reduction:
Incinerate and Sabotage: 5.42s Cryo Blast: 4.07s Overload: 2.71s
^ and given the +25% power boost and the shield recharge i say it a good a good trade off, at lest if you take a few hits now and again (the damage boost almost makes up for recharge cost).

I'd still rather spam my combos a bit quicker, but maybe that's just me. I like your shield argument much better. That could be a life saver.
