depends if you're going normal weapons or daggers. War axes, long swords, & daggers all ahve a little edge over one another. Some will have more armor penetration, crit chance, or strength modifier. Until you're a high enough level to often get tier 6 & 7 drops just wield what ever is best in your inventory. It really depends on how you build your character in terms of stats.
High strength? One Axe, Veshalle in MH and a longsword like Starfang.
High dexterity? No idea.
High cunning? Daggers in both. Rose's Thorn and Thorn of the Dead Gods.

As for the actual daggers:
Mainhand: The Rose's Thorn. No debate.
Offhand: Dead Thaig Shanker (Shale DLC), The Edge (some pre-order or something DLC), or Thorn of the Dead Gods.
As said, damage runes in main hand (runes are bugged, while the weapons alternate when backstabbing, only mainhand runes are used). Non damage runes in the offhand, since damage ones are unused.

Yes. You need the fourth-tier talent in the first DW line to equip two full sized weapons. It requires the fourth level of Combat Training and 36 Dex.

Yes, this is normal.
You can't equip big weapons in the off-hand until you get the talent that allows it (last one in the top dual-wield line).

For a Rogue you will miss out Keening Sword and without about 31 STR wont use Starfang
Veshialle and Roses Thorne is a interesting combo, because of the crit bonuses, but will cost you some money (over 300g together); but still you can get them early on and dont have to wait for the luck of finding "Supermans Meteor" *g

The Rose Thorn for sure.
For second hand i used dragonbone Crow dagger (from shop in Orzammar slums), it gives 15% backstab dmg and 3 runeslots.

Note that there's a limit of +50% backstab damage. Since The Rose's Thorn gives 30%, having more than 20% from the other slots is a waste. You probably want to use gloves rather than offhand for the rest, as there aren't many great options there.

The best one is in Caridin's Cross IIRC.

Correct. You get the first in Lothering. I highly recommend picking it up. It's an great off hand dagger early on if you're using The Edge. The second you get from pickpocketing from one of the nobles in Orz.
