If you think getting a higher personal score after 9 rounds is more important than successfully completing a full match, well that's just silly.
There are a lot of questions all over the forums why they are nerfing guns and making Gold difficulty harder.
The reason that makes the most sense is to keep people playing the game. The longer someone plays a game the more likely they are to buy into DLCs and other content. A good chunk of people won't but even a small percentage of people can add up pretty quick especailly once you start offering unique benefits to payers. This won't happen if they've moved on to another game or found something else to do.
If a person can just play a Quarian Winfilitrator and farm Geth Gold missions repeatedly with no effort then it won't take very long to max out an account's unlocks (or close to it due to the randomness) and move on. How long will you really keep playing when after a while even in Spectre boxes you mostly get characters with your golds and not weapon upgrades (because most of your weapons are maxed)? I am close myself (almost all weapons but N7's are rank V+) and I find in harder and harder to be motivated to keep playing. The fun factor gives way to the repetition after a while.
Really it makes sense to want to drag the game out. It's the same principal MMOs use to keep their subscribers going. Drag out the process to the "end" long as possible to try to get more money. Bioware is ultimately a business. There's really nothing wrong with all this, if anything I find it more surprising that people are surprised.
