 I know that if you sacrifice the council and then save the new salarian councilor, you get an STG Task Force.  However, there is another STG asset listed.  I thought that it was unlocked on the condition that you cure the genophage, but a few people have claimed to either never unlock this asset or to have unlocked it despite sabotaging the cure.

Does anybody know what conditions it actually unlocks under?

Nope. Prima Guide says that you should get both the STG and Kirrahe as an asset after Sur'Kesh and so far I've only gotten Kirrahe and no STG.

I thought about that recently.  His e-mail to you strongly suggests STG support, but it doesn't seem to unlock.

There's two different STG assets. If you sacrifice the Council in ME1, but save the "replacement" salarian councilor from Kai Leng, you get "STG Task Force." The STG asset you're talking about that's gained from Kirrahe is "Salarian Special Tasks Group."
