is it possible to go from a ME2 romance to someone you didn't romance in ME1. For example could I romance ashley even though I turned her down in ME1 and went with miranda in ME2.

I'm pretty certain you can, yes. I believe the only romance-able squadmates you can't initiate in ME3 are the ones from ME2.

On the playthrough I just completed, FemShep romanced nobody in One [turned Kaidan and Liara down] and Garrus in Two. In Three, Kaidan confessed that he had feelings for her and wanted more [and she had the option of leaving Garrus more than once]. She didn't [turned Kaidan down again, lulz], but she could have left Garrus and started something new with previously-unromanced Kaidan. So yeah, I think you could romance nobody [One], romance Miranda [Two] then call it a day with Miranda while starting something new with previously-unromanced Ash [Three], providing Ash works the same as Kaidan does [which is pretty likely, right? It's the VS]. 
She also had the option of pursuing previously-unromanced Liara [although this would have been initiated by Shepard, not the LI; compare Kaidan's case].
