Actually, from everything I've seen, indoctrination was originally planned as part of the ending, then scrapped as they got down to the wire. This would mean that lots of the evidence of the theorists is accurate, it was just never put into place in the end.
Unless the theorists are right, of course.
And IMO, that looks more like broken concrete, including rebar. I'm not saying I'm sure, I'm just saying that is not what broken metal looks like, and it IS suspiciously like concrete.
