Considering we only get 1 pack for the weekend (got the Valiant :DDDDD), is there any way to upgrade the weapons?  I mean, duh a Valient X would be OP, but sure, there has to be a way to upgrade it by finding SOMETHING in the packs.  I am used to my nice little weight on my mantis X, so upgrades would sure be helpful.

i think it works like the Collector Assault Rifle if u have it there is a chance for to be in a pack.

Bioware already announced that they will hold similiar events in the future.

So it will be possible to upgrade them, but it will take time and participation.

I suggested that perhaps you expend a Respec Card to level up a collectable weapon in a thread, but no one commented on it. It's a Rare item, so it would be slow, but a little more certain than participating in the events (however often they are held) and hoping your reward happens to be the gun you want to rank up.
