This may be in the wrong section but I know the Biotic Charge is not affected by the biotic recharge upgrade as the game uses the combat type for the recharge so the only way in-game to reduce the cooldown is through the destroyer/champion evolution.
However is the any lines in the coalesced.ini that can be changed so that you can manually reduce charge's cooldown or change the cooldown type from combat to biotic.
