My engineer was at  +190. I added a Rosenkov Materials Chestplate which indicates a 10% recharge speed and the bar chart showed an appropriate change. However, when on the weapons loadout, I was still at  +190. Any  thoughts would be appreciated.

The weight bonus is displayed separately from armor and passive bonuses. Don't worry, you're still getting everything.

Thanks for the info. This might be a basic question but I have never played a ME game before so I'll ask. Where can I find my recharge speed because if I don't need to improve on it, I'd rather change out one of the recharge speed armor pieces for a piece that gives me more ammo for my Paladin. Same question for the armor and passive bonuses, Where can I find their levels?

You can go to the Spectre Office shooting range. Then open Squad menu and expand your skill to check its cooldown time. Your recharge time only gets fully updated in combat.
