The ambiguity of this is so massive it could mean anything. It could be a DLC that has nothing to do with the ending, but while on the “mission” you find a codex explaining the Star Child. It could be a simple conversation about the Catalyst. It's obvious at this point that the fans interpretation of what closure means is vastly different than Bioware's.

The implications of this statement eludes to other ME projects and not exclusive to Commander Shepard's journey, but
yours. That could be a MMO, FPS, more MP content. At this point, they threw the fans a song and dance—they just don't want to reveal what song it is and what dance we're suppose to do. That way, we'll focus all the attention trying to figure out the notes and rhythms and won't remember that we're dancing in the dark.
