 One of the evolutions for AR is the ability to use one OFFENSIVE power while under the "high:.

I just want to make sure, Marksman is not considered an offensive power, correct? An offensive power would be Carnage, or Concussive blast?

Yep offensive is conc blast,carnage and some of the others.

Marksman doesn't fall under it sadly(just imagine how overpowered you would be)

Can you Marksman then AR though? Or does marksman expire if you use AR even with a crazy cool down time?

It cancels the one thats currently active when you use MM/AR while the other is active.
