I recall reading you can do it on ME2. Can you on ME3? How?
I bet it is very stupid simple method and will look stupid for asking.

I think you open up the power wheel, highlight the power and press Y.

I'm not 100% sure what you mean by power wheel.
Can you do something similar to add 9 and 0 as hotkeys? Is there any way to expand the hotkey slots 1-8 that are usable in combat? I really liked in DAO that I could expand the Quickbar to map a lot of spells etc. I'd love to be able to hotkey more than 8 slots in combat.

ME2 locked in a power on Y (class power unless you respecced and don't include it), so it was a mess getting that to work out in my experience.
ME3 lets you take any power like with LB/RB. It should be shown that you can assign it near the lower right of the power wheel when its open
