I downloaded the patch this morning and have tried several times restarting the game and console :/

Downloaded the patch. Didn't do a damn thing, Shep's face is still the default non-canon customizable FemShep face. However, with the recent news that you're all very happy turning everyone's Shepards into purveyors of mass genocide and keeping it that way, I'd really rather cling to the idea that my Shepard simply never took part in any such activities. So I'm perfectly content with you not fixing the problem. Thanks!

(This bug has been known for a while. But not everyone who bought the game checked the forums for bug reports, so don't you dare blame the players for "doing it wrong".)
This false face codes results in people STILL getting the wrong faces after installing the patch.
This particular problem can be solved for PC users by using a fan-made save editor to delete the wrong code. However, console players have trouble doing that and have pointed out that even if they managed to do it, using any kind of save edit is against the TOS of the console manufacturer. Besides, they shouldn't have to revert to illegal methods to make an official patch do what it's supposed to do.
This is a profound technical issue, not some subjective view on what is or is not an "exact match".

Do NOT follow the full procedure. The procedure listed is an attempt to fix a different problem. Follow steps 1 through 11 to extract your save file from your console. Make backup copies of ALL extracted save files before making any modifications. Use the Gibbed editor to remove the face code from your save file. Follow steps 16 through 21 to restore the save file to your console.

Why is this so difficult? I thought this is what the patch was for. I should just be able to start a game in ME3 and have my character there. I mean, come on.

You can imagine my dissapointment then when I went to import him in from the exact same ME2 save I used before and he looks exactly like he did before the patch. It literally did nothing for me. Now I have no actual shepard and I deleted my profiles and lost all my character progress.
So thanks Bioware, I'm sure the multiplayer works though, reeeeal glad that got solved.

Expland the "Player" field under the "Raw" tab. It should be the final entry.
