I was redirected from the help center to here, so there you are.

This weekend, I noticed the Goliath challenge so I rushed off to do so.
before I started I checked the requirements (extraction on silver, data
sharing on). I managed to succeed, and just in case, did it a
second time. After that it was waiting for the pack to arrive, however I
did not receive the pack.



Now, perhaps it´s just a bug and I will have to have some more
patience, however it´s now about 5 hours after the deadline and I still
didn´t get the package. I was hoping anyone can perhaps shed some more
light on the situation, as i was very thrilled after hearing about the
n7 weapons

I only got the Victory Pack as well, no commendations and I promoted 4 characters... I received both packs for the last operation though.

Also, my friend didn't get ANY packs and he promoted 2 characters.

Still no Commendation pack here, and it's Wednesday...

I too am missing my commendation pack for Operation: Raptor. I promoted 4 characters over the weekend.

Same issue here. I completed the first challenge weekend and got my Commendation pack, promoted two characters this weekend after the popup came up, but did not get my Commendation Pack. Origin username: CO_Kevlar. Thanks!

Promoted 4 characters, and did not receive either the community pack or commendation pack. Online tracking/feedback was definitely set to "ON" -- checked that several times.

I received the victory pack, but no commendation pack. I promoted 5 characters, and online tracking was set to on. Origin name Therin03. 
-Edit- NM, I should have checked the multiplayer forum first, see they're not handing them out yet.
