So I just finished mass effect 3 campaign and found it a bit weird that I couldn't do the final paragon/renegade speech option with the illusive man, yet it seems that the paragon bar is full. (even though I know it doesn't really affect the ending)
Did Anyone else have this or did I do something wrong in my play through?

I had the same problem with my second playthrough and i had made all paragon choices through the game

You need to hit every previous persuasion node (paragon or renegade doesn't matter) with the Illusive Man in the whole game. One of them is hidden behind a left "Investigate-style" (but it doesn't say "Investigate" on it) node on Mars that most people miss.

No actually it's the one where you're talking to TIM just before the Dr. Eva chase. It's hidden behind the "You're wasting time!" dialogue option. If you miss it or are unable to persuade him then the one at the end is a loss.

Yeah you have to hit that dialogue one every time on Mars. If you don't then you can't persuade him and that's what happens.

Well what I did was this: Renegade, Paragon, Renegade then I got the final Paragon choice open. I believe the key factor is needing to pick the renegade choice for the third part. It's a must. I noticed during any of the speeches if you go with any of the non paragon/renegade choices the final tree will not open.
Also I am not sure if any of your ME 2 resualts have anything to do with it. AKA collector base being destroyed or saved. I saved it so that may of been the reason too.
Maybe that's why? I won't spoil what happens.
