You're a genius. Seriously. I'd buy both the harbinger and Asari ones. Hell I'd even buy a Geth one..... I should probably be a little more responsible with my money.

I assumed Citadel places the harnesses on them so they're more highly visable. Like a jogger would wear a reflectiv vest. The mindless things go where-ever they want/feel they need to. I assume that means into traffic and busy walk-ways.

Citadel Security is probably sick of Keeper related lawsuits.
