Is there a way to edit the game in a sense to remove the hard level cap so when you get xp you can move past level 25?

There is no hard level cap. It is a soft cap set by the max value for the experience property. Change that and you can level up to whatever you like. However you use it as your own risk since many of the systems don't support higher levels.
