I know there have been issues with face imports, but has anybody encountered issues importing ME1 decisions?

I've noticed something really weird: on my "canon" Shepard's import (a New Game + ME2 save), very few of my ME1 decisions imported. For example, I never got the allusion to having met Oraka in Chora's Den, never got the "I remember you two!" during the creepy family advice ambient, and even though I saved him in ME2, Conrad Verner never showed up.

My secondary Shepard import (which was an incomplete ME2 save), however, has several references to the ME1 campaign --  including references my "canon" import missed.

Am I right about what's happening here? Do New Game+ ME2 saves not import ME1 decisions?
