omg dude this is exactly how i felt with the citadel Kai Leng situation. When he was running away i was just waiting to do some biotic something...and then when i saw him jump on the car i thought my character would biotically pull the whole car down...dreams ruined.

No, it is one of the (very) few biotic-only scenes in any of the games.
The biotic only scenes don't really work right, I got these scenes as an Infiltrator on my last playthru. At least the one where Kaidan calls you an exception

From a gameplay perspective, he's the most powerful! At least that's how I feel with my Vanguard Shep! Charging around the battlefield, and nova'ing the crap out of mobs, and hitting enemies with a double pull and then blasting them apart with shockwave...
I haven't tried Adept yet, but the lack of Charge automatically makes it feel less badass...lol.

Doesn't Shepard get an L5 retrofit while Cerberus puts him back together? I don't think we're told what the significance of those implants are beyond being a new secret prototype.
Shepard is probably a little more powerful than Miranda and co, but less powerful than Jack or Samara. I don't think he'd of been capable of holding the barrier in the collector base.
I think Jack was established as being the strongest biotic in the galaxy. She's definitely the strongest human biotic. Samara is an old asari, and asari biotics seem to get more powerful with age. So if I had to guess...
Samara/Morinth (assuming Morinth has power equal to mommy)
Jack (close second)
Liara
Adept-Shep (much weaker than Liara)
Kaidan (close to 4th)
Miranda (she had genetic improvements that might make her spike higher)
Tie between Jacob, Wrex, Thane

I miss the feeling of being a tank though. The same soldier that solo'd thresher maws on foot in ME1 struggled to fight one in ME2 ..

If Shepard is a Biotic (whether a sentinel, Vanguard or Adept), he is able to wipe the floor with most other biotics in the game. Samara given her length of experience would be a very hard fight for shepard should he ever have to fight her, but I don't think she's significantly more powerful than him to make it so he wouldn't have a chance.
Shepard continually beats other "powerful," biotics quite handely throughout the games, however. Saren is a powerful biotic, yet Shepard beats him quite handely on both Virmire and the Citadel. Tela Vasir is an incredibly powerful biotic, yet played correctly a Shepard Adept or Shepard Vanguard will absolutely destroy her.
So I would say that Shepard, Jack and Liara are very evenly matched. Jack has the raw power, Liara has the experience and training, and Shepard has a mix of both. More powerful than them would be asari Matriarchs, but little else.

I don't remember this! All i remember is him stubling over some trash and being embarassed about it.

Wrex is actually supposed to be extremely powerful. Biotic krogan are supposed to be basically unstoppable.

Throwing a biotic barrier on top of a triple-redundant nervous/circulatory/digestive system...
Normal Krogan are unstoppable on a good day. A biotic Krogan's a bloody nightmare.

All human biotics are made from eezo exposure and require implants to even use their biotics to lift simple objects correctly, let alone use them in combat, while aliens like the asari are natural biotics and dont require implants at all to be deadly.

He is a different type of sentinel than shep. In me1 he was extremely strong with all his powers. Now he is just okay just like everyone else.

Also turian biotics are extremely rare and seen with suspicion by other turian

So did Vasir while she healed and Saren hs help on Virmire. Also in Liara's time capsule talk she calls shepared and extreamly talented biotic(or something similer).

Shep is actually one of the weakest biotic among the crew.
Actually Kaidan mentions that while he does spike higher than most L3s, he says that Shepard is an exception if s/he is a biotic as well. In other words, Kaidan notes that Shepard is stronger than himself.
