I remember reading/hearing/seeing somewhere that L2's were comparable to Asari commandos. Might have been in a codex somewhere or something. Can't remember where. But based on that and with Shep spiking higher than an L2, I'd say that makes them particularly powerful.
So just how strong a biotic is Shepard?

Keep in mind, Asari aren't necessarily 'natural' biotics. ME3 shows that the Protheans granted (likely altered DNA?) to give them the ability.
I don't think there is such a thing as a 'natural' biotic. If there is, perhaps not in this cycle? It'd explain the rarity of biotics (exluding Asari).

Considering s/he doesn't seem to get tired after using Biotics, I would say that s/he is fairly powerful.
Plus, Shockwave/Singularity seem like abilities that would only be used by more advanced Biotic users.

In my ME universe, Shepard is a soldier, and a not a very good biotic at all. In fact, he doesnt have any biotic abilities.

I play an adept Shepard as canon.
For me, Shep's about an equal to Miranda in abilty. (at the height of human ability without being crazy powerful)
But not as strong as someone like Jack for obvious reasons.
