I use league of legends as an example, they don't go for some card system, they go for consistent points to unlock things.
Better, some aspects of the game are not nickel and dimed, like respecs and rearanging your runes.
respecs should not require a rare or promotion releveling requirement.
To me it suggests an insecurity with the concept of the multiplayer, it says that the only way anyone would want to spend money or continue playing, is if we make the acquisition of the most basic and fundamental aspects of the game so random and such a crapshoot, they are forced to play through the slog.
Don't be so insecure bioware, you don't need to be.
