I have a question about my registered game content. When I look up my content, I see a bunch of the Cerberus Network stuff for ME2 on PC, (Zaeed, Cerb. weapons and armor, Normandy crash, etc.) and a download link to install them into ME2 for PC. But in the 360 section of it, I only see the Incisor and Collector armor and Blood Dragon armor for 360. My question is, if I got a 360 copy of ME2, will all that Cerb. Network DLC be loaded automatically, or is it available for PC only?

You've already answered your own question when you looked at your registered game promos page. That Cerberus Network dlc is for the PC.

Exclusively for PC? I thought they'd make it available on the console games, too. Do I have to pay extra for the same DLCs (which were included in a Digital Deluxe edition when I purchased ME2 on Steam) for the Xbox 360 version? The DDE has other DLCs with redundant copies of both PC and Xbox versions available.

Short answer: yes, as disappointing as it might be.
Certain promo dlcs might be cross platform, but actual game dlcs are tied to the format you purchased them on. Originally the Cerberus Network did have cross platform functionality (and even then it required EA support to verify it), but that was withdrawn a while ago.

My question is, if i buy the cerberus network on xbox 360 with US account, can i use it for my EU account, or someway transfer it.. In my region live has only the outfit DLC, nothing else, and bought it second hand.. Any solution for this problem?

You may want to contact EA support, or even Microsoft for that matter, for an official response. Certain regions never had certain dlcs released for them (Japan and Eastern Europe for example) and given the time never will. I am surprised that the Cerberus Network stuff isn't available to you though.
Also....depends what you mean by 'account'. To me it looks like you mean 'Gamertag', and transfers are dependent upon EA (I would imagine it's technically possible, but whether they would allow it is another matter).
