My attempts at utilising the Coalesced editor and Gibbed's Savegame Editor have failed due to my lacking Framework 4.0
All attempts at downloading & installing it end in it demanding an unspecified disk in the cd drive, then closing.
Is there a variant of either editor that do not require Framework 4.0? Or a suggested fix for my Framework 4.0 installation issues?
Are there any modding tools that don't require MS Framework 4.0?

I ran the setup in a testing environment and didn't experience the issue you describe. Would you mind giving more information about the version of Windows you use and the versions of .Net Framework already installed on your system (control panel -> add or remove programs)?

Well, I'm on Windows Vista and the .Net Framework I already have is 3.5

Tried a Vista machine with 3.5 installed and ran the webinstaller that I linked in my first post. Unfortunately I was unable to reproduce the issue. I would suggest to either contact MS technical support directly or give the social technet a try. Sometimes you get responses from MVPs who have more insight in known issues and upcoming patches than I have
