Happened to me twice, again with an engy char, but the salarian, i was taking damage but not able to die and couldnt pick up ammo, but biotics were fine, so i was laying damage on enemies and playing as a decoy. First i thought it was a cheat, coz only the host was able to pick up ammo, other teammates were like me - not able to get ammo and due to the fact they had weak powers - not being able to do much damage, so the host was getting a lot of points. But from what i see here its just a bandwith glitch...

Same problem. Happened a few times in the last week. No weapon, melee, power effect on enemies. Can't pick up ammo, can't revive teammates. Takes a while for enemies to even notice my presence when I'm standing near them. Appears I was the only affected player in the round each time.
