get drakescales -> have armor made (pay 10g for tip) -> buy felon's coat -> have armor made (pay 20g for tip) -> get dragon scale -> have dragon armor made -> shop closes
If you don't pay the tip either time, the shop will close after the second set of armor.

Nah, IMO either your level is the trigger or how many allies you've gathered.
I've bought Felon's Coat with my first char, and he had not created any drake scale armor when I bought it ( mainly because I hadn't found the scales yet

You can get it even without paying once. You even need only 3 Drakescales for the first Drakearmor, so that Wade becomes proficient enough.hOnOr wrote...

But you need to pay once , so that the Dragon-Armor becomes the "Superior"-version.

I was able to get the first set of drakescale armor at a fairly low level. I went immediately following the circle of magi quest as the armor was for my mc and required 20 str to wear. (+4 permanent str from the fade made it worthwhile to complete the circle first.
I bought the felon coat as soon as I could afford it.

I had 1 drake scale, and 1 dragonbone armor made, and the shop stayed open throughout that play through. Never used that armor either. hehe
I'm working on a second play through right now, and Wade's has offered the Felon's Coat (and there is another unique heavy armor in there too) after completing 3 of the Treaties. I have yet to enter Redcliffe castle. I completed a different combination the first time, and it was for sale right before I visited the dwarves (my last quest before Landsmeet). So it appears you need to complete 3 of the 4 Blight quests (any combination) before they upgrade their stock.

Checked a few times prior to making the drake scale. Made first drake set...checked a few times. Made second set...more visits/questing, then gave up and went ahead and had him back the dragonbone.
Mebbe its random like some of the other uncommon vendor items?
