What I think happened

Sol System - After the battle of Earth, the Krogan got the rights to Mars while the Quarians negotiated for a  homeworld on Luna with Admiral Xen altering the atmosphere while allowing for Dextro-based life to thrive and built thier new homeworld there along with the Turians. The Asari and humans leaved peacefully on earth while the Vorcha were forcefully deported to Pluto after the election of teh Terra Firma Party to the Alliance Parliament running on an anti-Vorcha platform. The Batarians fared much better and proved taht they were capable of co-existance with both humans and Krogan while reports about Balak's less-than savory activities were mysteriously erased from news reports while the elements of the Hegemony confined to Sol built up a large Balak personality cult depicting him as the larger than life hero who not only ended slavery but also pnched out reapers with his own two hands.

Palavan - The various races on Palavan were faced with rebuilding their own homeworld and managed to rebuild successfully. While human and krogan forces initially faced food shortages, those issues were overcome with time and gentic modification.

Thessia - Due to the fighting on Earth and Palavan, the Asari were forced to defend their homeworld alone. The rebuilding process was difficult due to a lack of support from other races and the Asari eventually recovered but they were now far more isolationist than before.

Sur'Kesh - Untouched by the Reaper invasion and a haven for refugess, including Batarians, the Salarians began work on rebuilding the mass relays. Despite their limited role in retaking Earth, the Salarians were now in control of access to interstellar travel and became the galaxy's sole economic and military superpower.

Noveria - The natural business-savvy of the Salarians and Volus allowed them to ruthlessly crush their competition with the collapse of galactic trade laws. After hearing how the Geth survived the destruction of the reapers by merging with the quarians, the richest among the population merged themselves with AIs and cybernetics to create a new race while the rest were left behind on an evolutionary level. Eventually entire new enclaves miles above the city of Port Hanshan were built for those deemed superior while the majority of citizens were forced to dwell in the frozen wastes far below "civilization."

Lesuss - The monastary was rebuilt but was attacked by Eclipse mercenaries to built a new world for themselves. For their transgressions, the Asari mercenaries were sentenced to death... by snu-snu.
