Hm, it's really hard not to make this a "favorite characters" list. But I'll try

1. Garrus (It's amazing, start to finish. Covers the whole character development so well. From the rash young cop all the way to the Turian Batman)
2. Tali (Again, character development. Seeing/Hearing that teenage Quarian mature over the course of 3 games is brilliant)
3. Shepard (both male and female)
4. TIM (Little on screen time, compared to the others, but what he says is great)
5. Jack (Needs to be brought up. A difficult but intriguing character, expertly voiced)

Hell, the whole rest of them are honarable mentions at least.
The VO in this game was simply stellar, from the main cast to the lowliest goon.

1. Brandon Keener (Garrus)
2. Martin Sheen (TIM)
3. Michael Beattie (Mordin)
4. Liz Sroka (Tali)
5. Mark Meer (Shepard, Vorcha, Etc.)

I really think everyone is fantastic to be honest. The only actor I was not a fan of is Jennifer Hale. I love her in all of her other work... but I really don't like the tone she uses for Female Shepard. She sounds bored or Renegade 90% of the time. She makes a very poor Paragon with her inflections.

1. Martin Sheen - Illusive Man - Can't get enough of him, pure class
2. Mark Meer - Male Shepard
3. Michael Beattie - Mordin Solus (ME2)
4. Brandon Keener - Garrus
5. Steven Barr - Wrex in ME1

Honorable mention for actors providing voice for hilarious Ken & Gabby, sexy Samantha Traynor, and Jo Wyatt as Brynn Cole just 'cause I love her voice.

The Illusive Man, Captain Anderson and Admiral Hackett, you can't really compare them to the rest of the list. I mean, Sheen is a film legend, Keith David is the Arbiter and Henriksen is one of the most famous faces (and voices) in science fiction.

Aside from them I'd say

Aria
Garrus
Liara (Understated much?)
Wrex
and Joker

I would say Mordin but they changed the VA and though he does an incredible job, It just doesn't sit right with me :/

Garrus (Brandon Keener does a perfect job. Really got be into the character)
Male/Female Shep (Both are equally good in my opinion)
Illusive Man (Martin Sheen, Nothing more needs to be said.)
Anderson (Keith David really nailed Anderson, especially during his death scene)
Hackett (Lance Henriksen played a tired general leading forces in a war that cannot be won quite well.)
Everyone else did an amazing job as well.

Dishonourable mention:
Diana Alders (Seriously, what the hell was that Jessica? Honestly one of the worst performances I have ever witnessed in a video game)

Loved all of them!

my faves to talk with were:

Joker
Anderson
Garrus
Kaidan
Vega

special mention to Major Coates, something about his voice and lines made me want to hear more from him.

also TIM, Martin Sheen was just epic.

Was it just my feeling or did Wrex and Hackett sound a lot better in the first Mass Effect than they did in Mass Effect 3?

#1 Ash Sroka - Tali'Zorah vas Normandy

She manages to put a lot of geniune emotion into each performance and her character requires a lot of emotional reaching including mixing vulnerability with resolve. She does this without the benefit of a face.

#2 Mark Meer Commander Shepard, Niftu Cal (The Biotic God), Blasto and the rest of the hannar, The vorcha.

The sheer number of characters he voices without us being able to notice he voiced them. It's an impressive feat.

#3 Brandon Keener - Garrus

He manages to place Garrus as Shepard's best friend perfectly. It is easy to stray into romantic tones with a bromance like that, but he pulls it off. And then he does it again with the romantic tones to a femshep that romances him. And hey, anyone who can make a turian attractive has got to be doing something right.

#4 Martin Sheen - The Illusive Man

His voice always made me want to trust The Illusive Man. I had to remember what has been done on TIMs watch to remember that you cannot trust him at all.

#5 Keith David - Admiral David Anderson

You didn't see him much, but he made an impact. His voice showed a great man. An honest man. A good man. And a great father figure for Shepard. The determination in his voice echos Paragon Shepard.

Yeah... if only... Though I must say, his replacement pleasently surprised me. He got it almost perfect about 50% of the time. Other times he got the inflections, tone, or ticks a bit off... but not by much.

100% do not understand why people think FemShep voice is better than BroShep. I always feel like FemShep is trying to talk at a deeper pitch than she's comfortable with; always comes across like she's trying to be a badass, and it doesn't work for me.

I don't know about top 5, but I thought Freddy Prinze Jr did a fantastic job as Vega. He brought a lot of life and nuance to a character that should by all rights have been incredibly irritating.
