Whoever does the voice of Zaeed is awesome. That grave, thick English accent carries the weight of what Zaeed is with it. Old, experienced, jaded. Truly an awesome voice. Hackett, who I know is voiced by Lance Henriksen, is also great. Would have been fun to play MP with him announcing.

I wouldn't have considered Keith David OR Martin Sheen in the Top Five in ME3.....until the final scene. Masterpiece on both men's parts. Hale's usually up there in VA caliber, and Brandon Keener absolutely nails the "bro for life" performance.

2. Martin Sheen
3. Jenifer Hale

Martin Sheens voice is amazing. Perfectly fits the character of TIM and has the skill to really engage the voice acting with emotions. Very few characters in any game have the luxury of such an accomplished actor to voice them, really adds to the overall experience.

It is really hard to pick the best voice actors for this game, they are all so amazing, best cast ever for a game.
1) Mark Meer, according to IMDB he actually did the voice for Mordin and Shepard in this game.
I will give Michael Beattie a shared spot here, he did do Mordin to perfection in ME2, but I did not notice that the actor was not the same for ME3, Mark Meer did an amazing job as Mordin, I might have heard the difference if I had recently played ME2 though. And he does lots of additional voices, a very talented person.
Edit: I know Jennifer Hale is an amazing voice actor, and is one of my favorites, but I have unfortunaly not played her as Shepard yet, I was going to do that when I had the whole series, now with the endings as they are I just don't feel like it anymore. But nevertheless, she deserves a place at the throne along Mark Meer.
2) Martin Sheen as the Illusive Man is just the perfect voice for that character, even though the ending is bad, the scene with Shepard and IM at the end is amazingly well done.
3) Brandon Keener as Garrus, always loved Garrus, but with ME3 he almost became my favorite character of them all, he is the best friend Shepard has.
4) Raphael Sbarge as Kaidan, even though it is not the best character in the series, Raphael Sbarge does an amazing job with his voice over. I had to bring Kaidan with me because of this voice as it felt just nostalgic because of his role as Carth Onasi in KOTOR. very talented.
5) Seth Green as Joker, if a movie was made and they did not cast him as Joker, I would never watch it. He is that character, and he does it with perfection.
To be honest it is not fair to put these talented people in a list of who is best, they are all extreamly talented and I would just point everyone to the cast page at IMDB.
For new characters I have to give som credit to Ike Amadi as Javik, a very fitting voice for him, made him really cool.
Everyone involved in voicing this game excels at what they do, from the small chatter on the Citadel or the grunts and orders being shouted by the Cerberus troopers to the Main characters, you made me fall in love with these characters.

5 performances I really liked, in no particular order:
FemShep
Liara
Tali
Garrus
Bailey (I love this guy, also in BSG)
There are at least 15 more that left a really good impression (Hackett, EDI, Joker, TIM, Anderson, even Traynor!), but such are the limitations of a top 5.

Mark Meer - many voices ("I don't need this..."), although Jennifer Hale is okay, too.
Raphael Sbarge - Kaidan ("I can't lose you again.")
Brandon Keener - Garrus ("They're selling krogan testicles at 10,000 credits each; that's 40,000 for the full set. Someone's making a killing out there.")
Liz Sroka - Tali ("Emergency...induction...port.")
Jeff Page - Conrad Verner (Ow, my foooot! You shot my foooot! Owwwww oww!)

Who voices Bakara? I agree that she deserves an honorable mention! As well as Ike Amadi, the voice of Javik! "Why didn't you LISTEN human!?"

1) Jennifer Hale - brought shep to life in a truly genuine way. From noticeable emotions to subtle gestures and tones in her voice, made all the difference. My Evelyn Shepard feels real in my heart thanks to her.
2) Hillis - Liara, while only a friend to my shep (not LI), she performed brilliantly and really brought Liara to life with her voice and made their friendship feel real (and kudos to the animators for her face... best animated face of any character).
3) Brandon Keener - Garrus was delightful, felt truly genuine as my sheps dearest friend, lover and comrade in war... Keener's performance made my Shep's line near the end: "There's no Shepard without Vakarian" feel very true / real... had he not done such a convincing role showing his care for my Shepard, that line could have been empty of meaning.
4) Tricia Helfer - lovely performance and made empathizing with her very easy to do / wanted to do.. she offered more comedic relief than Joker even... she played EDI really wonderfully.
5) Mark Meer - haven't played male shep yet but I've seen footage of him... adding him here simply because I think his performance is the most noticeably different from ME1 and ME2... didn't come across as wooden and robotlike in his performance (I know Meer isn't, I've seen some of his stagework.. this was a voice directing issue in previous games)... he seemed genuinely life-like finally and makes me want to eventually play a male shepard finally.
