If you are not a Biotic Shepard, the Singularity Cooldown Reduction is a no brainier. But if you are a Biotic user, is the other better?

I think it is, yes. To me, Singularity is ready to go again before I even detonate it, as I like to wait for it to expand first. I suppose rapid fire singularity would be better if you detonate immediately though.
