I saw that on GameFAQs, quite a few other users have that same problem. They either don't have any powers unlocked from Kaidan, or haven't got Reave.

Any idea which convo is the one which unlocks it? I've completed the assault on Cerberus base, and that stupid Kaidan still refuses to give me Reave. It's my last power that I haven't unlocked. This is pissing me off.

I think you get it on the citadel during your chat at the cafe.

I just got it recently and it was right after the citadel attack and asking him to join up. Then going into the normandy and straight to starboard observation or wherever he is at and talking to him. Right after that convo I got it.
